When state employees misbehave, does the public have a right to know who they are? Two state agencies are answering that question in different ways.

Both the state Department of Justice and Department of Natural Resources have in the recent past blacked out the names of state workers from records of disciplinary actions released to the media. The agencies claimed the public interest was “sufficiently served” by releasing these redacted records.

New Illinois law increases transparency, creates salary restrictions for transit employees

Illinois residents will now have easy access to online information regarding mass transit employee salaries as well as safety and budget information. Citing the benefit of increased government accountability, Gov. Quinn Friday signed a bill to reform the state’s mass transit hiring policies.

Andrew Nelms is director of policy and communications for Americans for Prosperity, a group that advocates for lower taxes and government accountability. He said legislation like the bill signed Friday could be beneficial for taxpayers.

Georgia Attorney General Prevails In Lawsuit Defending Open Government

Judge Robert Adamson ruled in favor of Attorney General Sam Olens in a lawsuit filed in June 2012 against the City of Cumming and Mayor Henry Ford Gravitt for violations of the Open Meetings Act. Judge Adamson ordered the defendants to pay $12,000 in penalties, the highest amount possible under the law. Defendants have also been ordered to pay attorney's fees in an amount to be determined at a later hearing.

Utah Scores High for Government Data Transparency

A new study puts the Beehive State near the top when it comes to making government data accessible. The Center for Data Innovation gave Utah a score of 8, which is the highest possible, for its open data policies.

Editorial: Corbett should OK open records chief

Pennsylvania Governor Tom Corbett should get off the fence and reappoint Monroe County native Terry Mutchler to a second term heading Pennsylvania's Office of Open Records. Mutchler's six-year term ended in April, and she and her busy staff have been in limbo ever since. The work the OOR does is vital. The office advocates for Pennsylvania citizens, helping to ensure access to government records and training public officials on how to comply with the law.

Opinion: Senate report on Caltrans speaks to culture of open government

The recent state Senate investigative report into Caltrans and the Bay Bridge does more than deal with troubled decision-making and construction work. It also includes a strong push for greater public transparency throughout state government.

The report commissioned by Sen. Mark DeSaulnier, D-Concord, and his Senate Transportation and Housing Committee ends with 16 conclusions and recommendations. The first among them is this: “Transparency in the affairs of the public is paramount and leads to accountability, which leads to better results.”

Women paid 88 percent of men in Oregon state government

Women in state government make about 88 percent of what men do, a disparity that crosses seniority levels, union membership and fields of work, an analysis by the Statesman Journal found.

The gap is narrower than the one that exists statewide, but Gov. John Kitzhaber requested in a letter sent July 11 that the Department of Administrative Services make closing it a top priority. The agency is now conducting its own internal study of men's and women's pay.
