ND legislature sends a mixed message

In just a matter of hours Wednesday, the North Dakota Legislature sent a confusing message about open government.

The State Senate did the right thing when it approved an amendment removing executive sessions from House Bill 1215. The amendment guaranteed that if school boards wanted to allow guns on campus, any discussion about the issue would be done in public.
