Hazo W. Carter Jr., the president of West Virginia State University, was also named as a defendant in the suit.

West Virginia House of Delegates to examine bill on email records

From The Charleston Daily Mail:

A bill that would void a 2009 state Supreme Court ruling that exempted personal e-mails from public officials and public employees from public release is on the fast track to passage in the House of Delegates.

The bill changes the state code's definition of "public record" in a way meant to clarify the Legislature's intentions.
