Open records are a given in Florida government, but sometimes public records aren't as "public" as some may think.

Congressional financial disclosure are technically open to the public. But they are not often posted on the Internet in a timely fashion, and spokespeople with the House clerk's office, which maintains those records, say the only way to see them is to go to Washington and look. They don't email, they don't copy, the don't post on the Internet.
