Court Orders City to Open 911 Records

A state judge ordered New York City on Monday to release a consultant's report that is believed to be critical of the 911 emergency dispatch system and that the city has fought to keep private. Manhattan Supreme Court Justice Arthur Engoron told the city to turn over the documents by April 16. The city is "disappointed" with the decision and may appeal, said Kate O'Brien Ahlers, a spokeswoman for the city's Law Department
