A state House bill aimed at improving access to public records advanced Tuesday but not without disagreement over whether legislators should be exempted from the law.State Rep. Rick Quinn, R-Lexington, proposed eliminating an exemption to the state’s Freedom of Information Act that allows lawmakers to withhold memos, working papers and correspondence from requests for public records.In a 12-10 vote, the House Judiciary Committee approved eliminating the exemption as part of a bill designed to protect the public from long waits and excessive fees when requesting records. …
