NFOIC is proud to announce that Toni Locy will be the keynote speaker at Saturday's luncheon.The Shott Chair of Journalism at West Virginia University's School of Journalism, Locy recently had been ordered by a federal judge to pay fines of up to $5,000 for each day she refuses to reveal her confidential sources, but a federal appeals court blocked the order.
